Try deleting all registry entries under HKEY_CURRENT_USER\Software\SceneryDesign.org\AutogenConfigurationMerger and try the installation again.

Yes, you need both versions of the redist (for vc 2015 you also need both x86 and x64) and all three versions of simconnect.

The side by side configuration error is related to the Microsoft Visual C++ redistributables.
